Why do some sabers have larger basket hilts and others just have a single bar? Is it just ease of manufacture?

Does the wavy blade has some practical effect on rapier (which is mostly piercing weapon as far as i know), or is it purely decorative?

As a general rule, the less complex hilts are earlier designs. Messers started out with a nagel that protected the top of the knuckles, and as time went on, the hand protection grew. Eventually they stopped with the basket in favor of the large bar you see on cutlasses
