seems like every card game starts out with cards that have retared raw power which eventually gets scaled down to tribal specific spells or weakened by adding enough drawbacks.
can any card compete with raigeki, dark hole, mirror force (this one is mrd but the release window was really close in the us release), change of heart, pot of greed, and soul exchange?
Lots of games do this. Basically any of the old SCORE games, for example. Old Duelmasters too. They just never get very popular and they die after a few years anyway.
Yes because Raigeki and Dark Hole aren't needed in a deck that plans to go first. If you're playing a turbo combo shitter deck, you don't want to open Raigeki or Dark Hole because they do nothing to establish your turn one board therefore they are worthless. Lots of monsters/other cards can also replace a Raigeki/Dark Hole, because if your monsters have enough removal by themselves you won't need them as well.
Mirror Force has been outshone by other Mirror Forces (Quaking, Storming, Drowning) just because lots of monsters have destruction protection and not bounce/spin/flip-face down protection.

probably why Soul Exchange is pretty much the only one of those in Duel Links(not that that game doesn't have it's own balance issues of course)

Why would you play a card that lets your opponent draw more cards?
Because you suspect your opponent is going to SS some 2000+ ATK extra deck thing on turn one and then use it to gain board control.
Though combo and control decks laugh at goalie cards, aggro decks can't always afford to spend turns waiting for the other guy's combo to come out. If your deck isn't set up to gain and use draw advantage (yes, they exist, shut up), then you could end up losing your early-game window of opportunity.

No, because card advantage can come into effect super quickly in YGO. I only ever used Appropriate to kickstart an OTK where I drew out for Exodia.
With no mana system, people playing YGO can basically play whatever they want at high speed, and it's easy to either wipe out 8000 life points in one turn or use your advantage to cripple an opponent to the point of no return. If you allow the opponent to get a few extra cards over two or three turns, you can and usually will give them a crushing advantage.

I had a deck that let my opponent draw cards, in combination with this. It's baiscally an OTK deck so it doesn't matter if your opponent has more cards in his hand.
