Hey Veeky Forums. Me and some friends are trying to do a Power Ranger/Super Sentai themed game. While trying to find a homebrew to use, I stumbled upon a free pdf download for a game called Henshin. So I went out, printed the pdf, and looked it over with my friend (who is more experienced with Pen and Paper games then me by a lot) before realizing that this game is a fucking Dumpster Fire of an RPG. Why is that?
Well, for starters, there are no stats in the game. Despite it clearly referencing skillchecks in certain character bios, you don't roll for anything. Speaking of character bios, on top of every character being tumblr trash, the game forces you to play the way it wants you to play. Let's say you pick your character last and you get stuck with Green who has a trickster personality. Well I hope you like intentionally going out of your way to fuck up everything, because that is an actual description of how your character is supposed to act and something the game actually rewards you for doing via a dumb ass Medal system that essentially allows you to do special attacks by performing character specific interactions. So unless you're the Blue ranger on the team, step the FUCK back from using machines because Blue gains a Medal for saving the day with technology. Oh but it doesn't stop there. Y'see, on top of the already incredibly restrictive medal system, everyone also has a bonus goal that rewards them a Medal for following a certain mentality. I shit you not, these goals are all shit like "accept the complements of your fellow teammates" or "accept the help of someone stronger than you".
What about your weapons? There's gotta be a list to choose from tailored based off of what color you pick, right? Wrong. The game literally asks you to write in whatever weapon you want to use for the game. There is nothing stopping somebody from writing their character's weapon to be a submachine gun while everyone else is stuck with swords. Heck, if you pick any projectile weapon you'll instantly be ten times more useful then the rest of your party seeing as there are no cement rules to how damage is dealt. I guess everyone's weapon must deal the same amount of damage so you might as well pick something that has an intrinsic property to it
Personally my Favorited tidbit from the whole document is the list of 15 different adjectives you get to pick to choose what your character's eyes look like. It really adds a lot to your game when you strip away any semblance of character creation just to make your character pick between either having "Fierce" eyes or "Wild" eyes. God have mercy if you pick a description from another color though. We can't have Red having the same description as Blue's eyes!
This game is so unfathomably bad that it's inspired me to make my own homebrew. I've never felt more inspired in my life. Honestly, you gotta check this shit out for real to even believe it

haven't opened up the pdf, don't have the time, but from what you are describing, it honestly sounds like the RPG was either written as a joke and never meant to be played; or it was written by someone who had no idea what they were doing.

I've seen this RPG get posted a couple times before and while I wasn't nearly as triggered as OP I do remember feeling like it was either meant as a module for a specific unnamed system, or it was too minimalist even for a rules-light system. I never saved it because after reading the PDF I always felt like I was missing a more important base part of the game, but after reading OP's rant and going to look at the website mostly to see if it was worth all the buttfrustration it turns out that no, this is all of the basic rules.

As said, there exists Fate Core. There's a Fate Worlds setting I believe is called Camelot Trigger or something similar that handles mecha. Also Apotheosis Drive X - found a CC released PDF of the "SD mix" of the book by simple google. The "HD mix" is 20 pages longer and contains system hacking guides, rules inspired by Pacific Rim, rules for psionic powers, and some reference charts and tables.
In terms of other things: Mutants and Masterminds, while a bit heavier and in 3rd edition's case a bit samier with different powers, also handles mecha damage scaling. Be warned, however: the first major 3rd ed expansion book has page references to the original edition of the 3rd ed core book; but all subsequent expansions have page referencing to the Deluxe Edition. 2nd edition is a bit more like Pathfinder, but both are good in their own ways - I don't have the time to go in-depth, but I'd honestly say it's down to personal and player preference in my experience.

...no shit sherlock? It's Power Rangers. One of the seasons as a Ninja Electric Guitar as a weapon. Of course what sort of weapon you have is fluff rather than mechanics.

I've played it. It's perfectly fine if you're capable of playing something like Dungeon World, IE not a brainlet. It's rules-light but so is Lasers and Feelings and nobody calls that shit because it's obviously supposed to be that way to make room for light-hearted improvisation, same as Henshin.

Try Heroquest 2. It's got a groovy "create your own attribute" which works really fucking well, surprisingly.
There are already runes a character can pick at creation and those are innate supernatural properties. Either you can learn to do complex match with then or just train your fire tube to be so swole that you can breath fire, out get such a powerful connection to the water rune that you can walk on it.
It rewards creativity and good narrative while keeping choices meaningful.
