Honestly both make sense. As you said, there is no proper sense or scale of time in the warp. Some would experience what seemed a few minutes just floating around in a collective seizure, while others have lived longer than the Emperor was born in the warp,

Except they wouldn't surpass guilman as at best they would be better at punching stuff in the face. Leading, commanding, diplomacy, all other useful skills would atrophy unused so they would be shit at being anything but loyalist Angron, at worst would be so mutated and tainted Rob would order them mercifully put down. None of the warp-lost primarchs had anyone with them save for Russ and he can't exactly talk to ballerina wolf-were-wolves can he?

Not to mention stuff like appearing immediately while exiting the warp after a journey home only to see for yourself for a short moment your own ship commanded by your younger self disappearing into the warp for the journey that you just came back from.
Or that you were stuck for a century or longer in the warp and when you exited it, you discover that in realspace only ten minutes passed.

They became much more powerful but also limited by their demonic nature. Sorta like how St Celestine blows the shit out of Daemon Princes and Greater Demons but lost to a particularly skilled space marine.

My favorite still is meeting a old abandoned ship in the warp with the geller field barely holding, They don't answer any contact or hail, but that's not usual as stuff in the warp is very weird. So, eventually, the ship manage to get a solid visual through the auspex.
the abandoned ship is not just identifcal model to your own ship. It IS your own ship. Every structural detail is there, including the repairs you just finished a moment ago, through aged and corroded with disrepair. There's not a living soul inside, though. Everyone there has been dead for years. The ship itself looks like it's rusting for five hundred years. And then you safely exit the warp.

Most of the Chaos Primarchs got kinda emo after the Heresy and sat around for most of that time. Angron did the most prior to the new fluff wave, leading a two century long Khornate crusade that ended with the First War for Armageddon. Magnus tried to murder the Space wolves in m32 and then went back to moping and brooding over his ruined Legion. Perturabo killed a single world and helped Abaddon a little bit, but spent most of the time being depressed and autistic. Mortarion destroyed a single system with plague and later got Warded by Draigo Sue. Fulgrim spent 10 thousand years enjoying sex, drugs and murder, and still hasn't gotten anything done. Lorgar spent all that time moping, meditating and writing. Noone can be sure what Alpharius has been doing, if he's still alive.
As of the new fluff, Mortarion, Magnus, Lorgar, and Perturabo have taken the field again.

Don't forget that before and after this and the war with Ultramar, Mortarion literally sat in his room wailing all the time over his and his son's fate. The only times he went outside was to either banish Foulspawn to the wildernesses of the Plague Planet because the fat bastard was vore-ing his sons, and the wars with Ultramar because Nurgle wanted a place in the physical world and needed Morty to do what a Primarch was made for.
Thing is, Chaos makes you less efficient. Seriously, Marine Legions and their Primarchs go jack-shit when they worship Chaos.

Because at their prime they were beacons of awe and worship who also happened to overlap quite a bit with the chaos gods. People who currently worship Nurgle or Khorne might have instead idolized Mortarion and Angron. Now to worship that primarch is to worship their patron.
