From various videos. In general, there's no massive "lmao you get to shoot twice" upgrade, but entire army will feel better to play. Maybe even slightly competitive with birb spam.

TSon DP gets 3++ with WT(unless you take run and charge and reroll charge which is actually dumb with Warptime) and has all sorts of powers to choose from. Plus, you get Dark Matter Crystal or Helm of Third Eye, which are pretty much best relic Chaos can get.

There are a lot of good DP, Slaanesh Walord one with Elixir and Hatred incarnate can consistently wipe a terminator squad in a turn. Khorne one with Skullreaver is 4++ rerolls charges and can one round a Knight.

You don't get my point. GW is not releasing 2-player starter sets very often. What was the last 2-player set before Dark Imperium? Dark Vengeance from 2014 iirc. The AoS launched in 2015 and they got only one starter set since the day 1 (blightwar is not a starter set and spire of dawn was just a reboxed island of blood)

It doesn't actually matter since you can choose where the wounds go and should be running 3 storm bolters anyway. The sergeant is just whichever model you remove last.

Did anyone bothered to use the new fliers rules? Those were so shity probably the lowest point in 7th for rule writing

Fixing 40k and how to do it? Several options:

-Alt activation of some sort. The question is how to implement it. Optionally, return to "go first deploy first" so the person going second has a better chance of survival.
-Slow reintroduction of *reusable* USRs. So rather than Rage vs Furious Charge, you would have Charge Bonus[X]. Less "copypaste rules"=less FAQ bloat in theory.
-Removing "regex matching" for weapon abilities/stratagems and creating weapon-scoped keywords. Weapons inherit the keywords of their parents, so a Flamer wielded by a Guardsman is an INFANTRY FLAMER. No more letting Horrors throw their Flickering Flames further due to a Fuel Relay working with "any weapon that has 'flame' in its name."
-Fluff and crunch in separate paragraphs. Fluff is in italics. Do not mix them together in the same sentence.
-If the game will still use phases, clarify how "as if though it were X phase" works with Phase-specific abilities. Ex: "Can a Ynnari Shining Spear unit charge, kill a unit in melee, use Soulburst to shoot another unit, then use Fire and Fade?"
-Optionally, redo Overwatch so rather than it being a "free action," you forfeit shooting in your turn. When your opponent attempts to attack at least unit within 6" of at least one unit in Overwatch, select one of the units in Overwatch. It may shoot the attacking unit at -1 then Overwatch immediately expires.

And of course, there's rebalancing plasma vs melta vs flamers, anti-horde elements, cover, etc.

If your question is why they havn´t created more of them before, then this is something only the GW executives could answer. My guess would be, that they decided to maximize the profit by not offering too many of this cheap "deals" in form and sell everything separately instead.

When they had their fifth ed book, I'm surprised how shitty the 7th ed codex was, I just kept with the fifth ed codex with the FAQ and never looked back

Too many USRs and too many bespoke special rules at the same time. It wasn't until GW started issuing massive FAQs for it that I got back into it. I consider it a correction of certain aspects of 6th yet it had its own issues including Invisibility, D, and 2++.
