Technically, at least some races are said to be "generic" hybrids - half-orcs, tieflings, genasi and aasimar, for example, are supposed to be any non-(orc/fiend/elemental/celestial) humanoid plus the relevant race, but it's the traces inherited from their orcish or outsider parent that defines the species.
To put it in less confusing terms, D&D has always tried to handwave it that an elvish tiefling or a dwarvish half-orc is similar enough to its human counterpart that no statistic differences are needed.
Plus, there have been some nonhuman humanoid hybrids in D&D past. Stout & Tallfellow Halflings are generally implied to be half-dwarven and half-elven halflings respectively, whilst Mystara had a playable race of elf/ogre hybrids and Kingdoms of Kalamar had elf/orc hybrids.
It's not always a very good explanation and, personally, I like the idea of more "varied" hybrid races in my setting.

I would go weird with it. Gnomish subrace that exists via some kind of crazy magical mishap. Maybe a bunch of gnomes built a settlement on top of a sleeping elder vampire, found out about it, and tried to kill it, only for their magic to interact with the enchantments on the vampires tomb and infuse the entire population of gnomes with strange vampiric properties.
I'd personally also go for making them kind of batlike, but that's just me. I love my vampires a little less human than usual.

I do not think elves or dwarves are lesser by most metrics. On a related note a human pursuing a non-human partner does not indicate hatred for or rejection by their own kind so I am very unsure what the point of your blathering was. The only valid point you bring up is the hardships (legal, economic, cultural, etc.) that such a couple may encounter from their relationship but even then I believe the only two worth anything are legal and cultural issues both of which could be reasonably overcome.
