So about Kastelan Robots, they are mentioned as not having true AI and they need datasmiths to reprogram them mid combat so they can actually change what they do, but then the AdMech codex mentions Kastelan Robots that just kinda... leave and wander, showing up at a different world to help AdMech fight. So how does this work? Do they have an out of combat semi-AI or something? Because in combat they don't even know how to move unless you swap their programs.

Man Valdor stats in 30k, only combatants more powerfull than he are Primarchs, he can fight Primarchs and even win against some.
His spear forces to reroll successful invul saves have and is AP2 both in melee and shooting.

I'm planning on starting a necron army to start playing 40k with. My plan is to have a dynasty who's overload essentially said: "Let's go on a space adventure lads! WEEEEE!" and is now scouring the universe to collect as much data on other cultures as he can, with the goal of restoring a (likely artificial) personality to each and every one of his soldiers, down to the very last warrior.

In fact every astartes who swear his loyality to Abaddon and paint his armour black and gold is Black Legion

Break outside into real space to slaughter, pillage and loot, get beat back by the nigh-infinite Imperial war machine, then rinse repeat until Cadia is broken and Galaxy is split in half.
Not too bad of a run for a broken legion if you ask me.

Odds are, if it is acknowledged in the Codex it stands a chance of getting the port. Because the Codex was written with Forge World in mind. So anything not mentioned has less chance.
