There are two ways I can see you handling this. Either you play it like that specific NPC is kind of weird: in a otherwise fairly normal fantasy setting, she's wandering around dressed like that. Why would she be? Is she a exhibitionist? Maybe it's really good armor and she's just a munchkin and could give a shit less what it looks like? Or, maybe she's under some curse that turns everything she wears into stuff like that?

Or, option two, she's completely normal and just some people in the setting just dress like that. Don't go crazy with it, but just post some dude in a banana hammock or a guard in a chain-mail bikini.

Remember, you're the DM. You steer the boat. If you act all flustered and weird, they're gonna pick up on it and rip you to shreds.
