The real answer I think is general apathy. There seems to be a phenomenon where humans don’t always push for change, and only when there is a ‘revolutionary fervor’ to do so (note: not always violent revolution, there are several peaceful examples) with the main factor seeming to be whether the people think such efforts will work or succeed in changing anything.
So to sum up, the Japanese are probably not so miserably they feel the need to push for change, or are not so desperate they feel the need to expend the effort.

At the risk of sounding like a wet blanket, if we're doing our own worldbuilding that's one we'll have to be careful about solving, as the feedback loop is what's protecting the top echelons of monsterdom (including the Demon Lord herself) from annihilation.
A sensible build might be to a) Restrict it to True Succubi and their immediate relatives (Lilim, etc.); b) have it suffer Diminishing returns, so there's only so much more powerful than her own baseline most monsters can get; and/or c) have a "Pyramid scheme" effect where most of the theoretical power gains don't go to the individual low-rank monstergirl, but to the Demon Lord's lieutenants and the Demon Lord.
I vote A and at least one of the two others, but that's just me.

there could be all sorts of monstergirl specific groups: from lizardman mercenary groups to monstergirls that fancy themselves knight errants. Then there can be trading caravans of the legal and illegal kind. But to go further, what do they trade and how is it made? It could be made by monstergirl monastic orders (monks were famous for brewing beer for example). How are they accepted in human lands? Is their monastic restraint so great the humans simply accept them? are their robes so covering? Do they simply live in recluse?
I think these sorts of things are great template encounters so to speak, so including a few such orders, mercenary groups etc would help

Humans can be pretty dumb and pretty smart too - a species might be more likely to be a little slow compared to average humans, while others might be able to consistently perform above average.
Community does seem better, hive minds are a little too off for my tastes. I'd have to imagine their would be a full caste system, Queens at the top, then overseers, then soldiers, then workers - and the rewards flow in that order. But if any single member falls behind or is otherwise impaired, they're very quick to take care of them - very much a "One for all" kind of mindset, where if you mess with one of them you mess with all of them.
