Basically, Rites adjust/add specific requirements while adding bonuses to the basic Force organization chart to cater to a specific playstyle of the faction using it.

For example, the Blood Angels may get the ability to take Assault Marines as troops, but other troop choices do not count towards the unit requirements for the force organization chart (So if you have a patrol detachment, you would need at least 2 units of assault marines to make the list legal).

I picked up Sly Marbo yesterday, by chance. Working on that now.

With the last chapter approved, I would have released a list of 9 or 10 stratagems that every faction has access to, in addition to the normal stratagems that every faction already has access to. These would cover all the bases of the most repeated stratagems.

In order to account for different armies having different units that can use these stratagems, I'd introduce a USR framework. Units with the deep strike USR or keyword can be chosen with the generic deep strike stratagem. The template would be like this: USR X" where X is the number of inches you must offset from an enemy model. Continue down the line for different generic stratagems: fight twice could target units with an "extra choppy" special rule, etc, etc. It wouldn't add much to the print boxes of the units.

To replace the generic stratagems that are just copy/pasted in every codex, I would mandate that authors do unique things with their stratagems, but still produce three pages worth. A little bit of repetition is okay for thematically similar armies (for instance, the boons of chaos stratagem that gets repeated for every chaos space marines codex), but no stratagem should be so generic that it gets repeated in every codex. I would also tell the writers to fuck balance.

In order to mollify the competitive community, I would release a free chapter approved esque patch every quarter along with the current faqs 2 weeks after every codex. Official tournaments would be run on the last chapter approved ruleset: if a faction gets its codex after chapter approved, it must wait until the next chapter approved is released to be allowed in an official tournament with codex wargear/units/points values.

The idea being you set up a process where unique things happen, they go to the community for playtesting (because the playtesters suck ass at their job), and then after a period of testing (cont)
