Are there any systems out there where every PC is capable of magic? I had an idea for a high-magic setting where everyone was capable of spellcraft - but using something like 5e D&D doesn't seem like a good representative.
So, basically, a system where the warriors can make their swords start on fire, the rogues can meld with shadows, etc.
Earthdawn kind of has the feel, but it's pretty setting-specific (and also dead), so I was wondering if there were other options.

RoleMaster. Everyone can learn magic, but because it's time consuming and difficult to do so, particularly the more powerful spells, non-specialists tend not to bother beyond some basic healing and utility spells.

What you're looking for is any superhero game that supports "whole world is superheroes and here are the general rules that cover any power conceivable."
I don't know superhero systems much, but I think that'd be the only thing that works well.

Ars Magica is the only system I know of where the assumption is that the PCs are all mages. Mages can, and do, have spells that do what you are describing. But it isn't really an adventure system.
You might look at Hero System (Fantasy Hero Complete) if you can deal with crunch for player creation.

Because it's very inefficient to learn magic, if your class isn't a magic user, Rolemaster is a bad example. Runequest is much better example where everyone knows some magic.

Savage Worlds is right up your alley. Basic magic is dirt cheap to acquire, so the whole party usually ends up being different flavors of half-caster anyway unless you stop them. The powers system is extremely flexible, and there's a billion different magic systems to choose from if you're willing to dig through splats
