In FW's case it appears they are stretched too thin, especially since Alan Bligh's death. FW has the HH, which was originally planned to be a small boutique product line for the most diehard of fans- which has exploded into a worldwide phenomena. Outside of that, they are still in charge of specialist games, hobbit, and 40k which just went through a MAJOR revamp in 8th. Getting all that FW catalog updated at once was a real toll. They have too much on their plate, and it's showing.

There's still a lot of DA stuff on ebay and craiglist since 6th and 7th editions had the same starter set which included Dark Angels. T.B.H. they are an easy chapter to get started in.

Get a space marine collecting box, some upgrade kits and a successor chapter? Go for what you like.

Why doesn't GW man up and reabsorb them so that they can get better quality control, communication between the two, and probably more staff for FW?

FW benefits a lot by being a separate studio, im not sure you'd want them rolled together. You'd just get more AoS releases and less weird resin kits. I'm sure they will get caught up eventually, perhaps they just need to find some talented hires. FW has always been a small boutique studio, and its only in the last 5 years or so theyve become a full fledged studio with the HH game line.

They are okay. Never commit to an army purely by power ranking. They are always fluctiatig and changing. Its best to find the army you love, especially if it's your first one. My first army was orks, they were quite good when I started (4th ed), but have been dogshit since. I never minded, and never stopped loving collecting and playing them.

Maybe FW would get caught up a lot faster if they did something different that making yet another gazillion dreadnought variants....

The problem was they had one guy doing most of the work who unexpectedly died right as GW said you need to redo all the rules so now it's a garbage fire, I'm not saying make if permanent but GW should at least step up and and help FW get back on track because them being in this state is bad for business.

True. FW still operates as if its a small boutique without a pressing schedule. They seem to work on whatever they want at the time, which leads to things like rhino door releases or super heavy tanks whilst legions like Dark Angels languish in their flagship game.
