I'm more or less happy with my 1500 pts Imperial Guard army and am looking at starting a new side army of about 500 ptd for small points. Preferably something sleek looking and elite, I'm tired of endless waves of grunts and design that's basically just stacking boxes.Preferably also not imperial.
I was mainly looking at DEldars, Thousand Sons and Night Lords.
Which one of these is the best at small point games?

The Betrayal of Calth comes with 30 Mark IV marines, Cataphractii Captain, Chaplain, Conteptor Dreadnought and 5 Tartaros termies - it's literally an out-of-the-box 1000pts battalion. It seems to be a great deal but I have no idea how generic manlet marines are doing in 8e

Are lascannons wasted inside of transports? I like taking tacticals with my salamanders because lascannon re-roll is more or less a guaranteed hit but I get this feeling that I should be shooting with it every turn

Better than Primaris. BaC is a decent start, though doesn't provide a particularly well rounded list. Expand out the force with some vehicles to swap in with BaC units and you'll be good.

Calivers and haywire are shit, it’s no secret Skitarii are trash. The big thing with vanguard, much like necron gauss, got gutted for use in 8th due to core rules and D2 instead of an extra wound is retarded since they suck against multiwound targets. I get troops for whatever reason are discouraged from being actually deadly like in 7th, but the result on a troop-heavy army is retarded. Giving rangers AP-1 flat out at 9/10ppm and vanguard getting scout/crusader and a rad-poison fix would be easy and awesome. Not even powerful, just cool.

Heavy mortars are actually pretty decent. Plus, making a DKoK army without old school artillery feels wrong. That pic above isn't mine, but it will be my inspiration once I got myself a battery of three of these.

Seconding this I hate playing against Kastellans, they are horrible murder machines of awful.
2 of them crippled my Achilles from full hp to around 5 wounds left with the Wrath of Mars Strategem.
As long as you bubblewrap them properly so they can keep shooting they are gonna soak so much damage.

Kataphron destroyers with plasma cannons are pretty fucking nasty too. They are always high on my "need to kill asap" list.
Since they are troops it's pretty easy and cheap to run 2xBatallions between them and Skitarii.
