Given the Magistracy was only 47 years old at the time of the Reunification War, however, it wasn't really old and it wouldn't have reasonably have been developed enough to be grand. Again, subjective interpretations. The Concordat, being something like two and half centuries old at the beginning of the war would definitely be a grand old state. Have you played Stellaris? It has these factions called "fallen empires" and I was just thinking how the Concordat reminds me of one a little.

Problem there is that the Concordat never gets to be anything more than a fallen failure. It never gets its day in the sun, it doesn't have the advanced tech of a true Fallen Empire, and it has zero chance of awakening when roused. It's the archtypical declined state: it has been beaten down and suffered so much that it can't have anything nice anymore and limps by on its neighbors apathy.
