Stealing this for my megadungeon campaign. Coming back into town to get a full restore is a great idea, I might also have the city develop as more and more taxes are colelcted and offer better services.

They say "Prince" is a word that means "take," OP. The real question is, what are you guys gonna do about it?

Obviously the treasure's inaccessible to the kingdom's agents, or they'd just go out and take 100% of it for themselves. It requires expendable specialists to go out there ready to get rich or (very likely) die trying.
That means if you set up way out there in the wilds, they probably can't touch you, since sending an army to collect their taxes would mean losing a lot of soldiers to the monstrous bullshit that lives out there.
So maybe do that.

Shouldn't discourage you (unless they're a spellcaster), you just need to find a way to outwit them (unless they're a spellcaster)

With such an outrageous tax that city better give some really fucking amazing services or every adventurer is just going to fuck off

Cripes. Like, I usually have a higher level NPC in most major towns (If not how the hell have they survived this long in a world of constant wars and battles), but if the players outwit me, they outwit me.

Yeah, an occasional high level NPC helps the world make sense, but not every guard in town.
Railroading is a crutch for bad DMs.

No, absolutely not. The high level PC would be something like a court wizard, the owner of the largest store in town, a wizened wise man that acts as an elder or a local High priest, not some random fuck guard or some thug on the street

I think that's the case. Obviously I'm assuming a lot of things here but it sounds like you're on the DM's personal paintrain, and Monad help you if it takes a hard left into his Magical Realms.

Just give them your shit, then when the DM tries to get you to go back grinding, tell him you want to start a crime syndicate instead
