Depends on the type of game. Ideally a map of the area, rather than a world map is nice to have. They're not necessary though

Not for everyone, but I personal hate not having a map. Some people are fine without one, but even a chicken scratch map on a napkin does wonders for me. There was one campaign that I was in for three years which never gave us a map. The entire time, we had no idea where anything was aside from a few cities which had geography that was so easy to remember that we'd have to be idiots to forget. Without knowing where things were, we had no clue how long travel would take, how diplomatic situations between nations panned out, who was winning in terms of territory, etc. But we had a military campaign going. If the party was just a bunch of simple adventuress who wander in the wilderness, no map would be needed, but even then it would be fun to map out hexes in a crawl.

A setting is necessary, which means a world or part of one. If some world exists that no one has ever drawn a map of that's up to you I suppose, but I personally don't see it

I'll spend a week making intricate maps with realistic climates and biomes that fit them, making notes of how major animal species interact, possible climate changes and how this will impact the major land life, finally including the major geologic events that helped shape the planet, then a few hours tossing together a story about some necromancer reviving a demon god. SEND HELP.

Consider Australia, which bans more videogames than China, and porn featuring adult women with small breasts is banned.

Tons of bureaucracy, tons of stupid laws. Can't own guns. Making or owning a business is hell unless you have enough cash to bribe the right people. Lots of police violence, which is really just a response to criminal violence. Being forced into signing up for a bunch of shit (like unions, the army, etc).

If you absolutely HAVE to make a map, it should only cover a small region. People will always want to know what's beyond that mountain range, desert or river. when you map the entire world/plane/whatever, it completely kills the mystery

Depends on the setting. Souls didn't have any and it worked, while TES does and it also works.
