maybe their are orks nearby and the guard can't their trademark huge numbers
I think all their time dealing with the congdar has given this group of orks a surplus of kommandos
or even better the guard is fighting the orks and the eldar keep sabotaging both sides to stop them from being victorious because if one side wins then they'll attack the nearby craftworld and if they do that then the eldar know that they are doomed

seeing as this has died i might as well add some fluff of my own
the craftworld used to think it was hot shit but at some point it got it's shit wrecked in spectacular fashion possibly by attempting to attack the imperial guard head on or something
whatever happened the the only types of aspect warrior to make it through (read survive) are Striking Scorpions and Warp Spiders
however the eldar of this craftworld have also been knocked of of their collective high horse and the remaining autarchs have a much better grasp of how they match up against the imperium
due to the fact their craftworld is essentially a big dense forest of marine pines the remaining aspect warriors have taught themselves guerrilla warfare which Warp Spiders and Striking Scorpions excel at
most of the eldar on the craftworld follow the path of the botanist
this means eldar guardians can extremely useful as they can guide the aspect warriors through any alien jungles the warriors are fighting in as well as camouflage the support weaponry that the craftworld also employs
the guerrilla warfare that craftworld has adopted also suits guardians well which is good since due to the aforementioned cull of aspect warriors
tl; dr
>a craftworld gets itself rekt and now predominantly utilises guerrilla warfare using the few aspect warriors that they have left as well as pathfinder guardians and support weapon batterys
