I mean that while you officially don't have to pay taxes if it doesn't constitute a professional activity they haven't defined what professional activity means, which means that they can come up with arbitrary rules as to when you should be taxed for it or not.
For example if you're a neet and it constitutes 100% of your income or if you day trading on binance is considering high frequency enough they can just include you under that category.
