Morrowind had the potential to be really spooky, but somehow it didn't work.

The graphics don't really help with that.

Although, it makes me wonder what each Tamriel race/culture finds scary.

It probably still has the potential to be incredibly spooky. Just make some slight creepier changes to the story/dialogue, audio/music, and allow the game to get darker and you're already pretty much there.
Having actual cut scenes for the dream sequences would go a long way as well.

I like to think that the moons and other astronomical signs play a large role in the spooky superstitions of Tamriel's many cultures.
The Redguards would almost certainly associate many bad omens with the Serpent constellation.

Well to be frank Pelinal is not 'canon' gay, as you said it was edited out of the books for this exact purpose, it's just that Kirkbride has stated he originally intended for him to be gay.
Adding onto this the purpose for him being gay has fuck all to do with it being a quirky character trait or some LGBT pandering bullshit, just to get that out of the way. Kirkbride had made it expressly clear that Pelinal was written as gay to connect him with that classical 'heroic' masculine type of love, a la Heracles or Alexander the Great.

You could argue that it's still there, the implication of a relationship between him and Huna similar to that of Achilles and Patroklos.

He's sharing the power of the Heart with the inhabitants of Vvardenfell, which he sees as a gift, he's kind of deranged in this way. You see the problem is human bodies and the mind aren't really capable of dealing with that kind of power and so when exposed to it the body just kind of morphs malignantly resulting in a terrifying corprus abomination. But as can be seen the power does have some benefits to the body, making it immune to disease and aging.
Where the main purpose of Dagoth's Heart exposure is seen is with his followers, Dagoth shares the power of the Heart with all, but those who follow him, who see his dream and connect their-selves to him don't experience the malignant effects of corprus, rather they are molded and transformed through Dagoth's own vision. Corprus makes of the flesh a magickal mutable substance, people can't handle this and so turn into mutant freaks, but Dagoth Ur knows how to control and to use it to the benefit (really his benefit) of his followers. You understand?

Not when he was murdered but when Anumidum was activated. Which engulfed the whole War of the First Council period, and seemingly ends with the apotheosis of the Tribunal and eruption of Red Mountain.

Portals always struck me as kind of weird in Morrowind. Not that they exist (they've existed since Arena) but that they are so inexpensive to use. There seems to be no downside, it doesn't make sense why everyone wouldn't just travel by portal.

Morrowind has its own gods and it own rules to an extent. For example, Almalexia doesn't allow levitation in Mournhold, while Vvardenfell is Vivec's domain and he's an anything goes kind of guy. (This is mostly a lampshading of engine limitations but I like it.) The events of Oblivion have a lot to do with the absence of teleportation, and by Skyrim's time a lot of lore has also been supressed or just lost. That's my take.

The Blight drives its victims insane, they are part of Dagoth's un-dream now so to them it seems like advancing stages of ascension.

Regarding events at Red Mountain, there are several in-game sources and encountering them and drawing your own conclusions is part of the story. If you've just started playing, it wouldn't seem fair to tell you what I think.

Corprus is his flesh. By warping others into flesh monsters they become part of his body and share his dreams. He wants to be inside everyone and recreate the Sixth House. The blessing is that they become ageless and immune to disease and share the mind of a god but only the best get to be cool monsters, most just end up as zombies.

What's the deal with magic casting in the world of TES, for the purpose of a tabletop game? The games don't really feature any chanting, and the somatic component is not very involved. Would a Pahmar Khajiit be capable of learning schools of magic like Mysticism, Alteration, and Destruction? They're capable of speech, at least according to UESP, but have paws instead of hands. Alfiq are just housecats though, and they are apparently capable of using magic. Someone enlighten me pls!

My guess is he is basing that statement on this particular instance.
Though I wouldn't say that it's proof you need hands to use spells, more that magicka is focused through the body.
If I had to guess, hands are likely important in the focused release of magicka but it seems rather doubtful to me that they are literally required for use of spells, as magicka is something that innately exists in all things.

Information that simply hasn't been added and information that was outright removed are two different things.
That said I still wouldn't consider it explicitly canon.

Any narration of historical events is going to be unreliable. The Temple wanted to suppress the truth because it wasn't pretty; Dagoth Ur viewed it another way because he was on the receiving end and proceeded to spend centuries scheming vengeance; the Ashlanders had historical records passed down through the generations, definitely of dubious accuracy. All of that is a lot more interesting and substantial and real than just handwaving it all away by saying it's a dragonbreak and I'm glad Kirkbride and the other writers didn't go that route.
