It's funny how we call physical torture "torture", but mental torture "bullying", as if the mind recovers easier than the body.

It's always weird to hear stories of schoolshooters from American Highschools. Most of the time they are just sadists but every now and then a guy comes along who was just severely bullied.

Wow, really? As an American I always thought Europe would have more bullying since there isn't a fear you'll get shot up if you bully. Then again, I went to a small, close-knit private school, so I might be a bit divorced from the reality in larger public schools. Only one kid was really bullied, and that's because he didn't have social intelligence. Basically he was autistic but not in the literal sense. He changed schools even though his mom was a teacher at the private school he was at. The bullying wasn't too severe, though. Mostly just shit-talking and not picking him for sports. But when it's all the time I guess it's not just banter any more and really gets to you.

Cast a spell on her that lets her hear in the voice of whoever she's currently looking at or thinking about. The voice only ever says bad things about her.
Leave a bunch of notes on her desk in different handwriting telling her everyone would be better off if she killed herself. Leave a white lotus in her locker. She'll be happy that despite everyone thinking she might be better off dead, at least someone likes her enough to give her a flower. Later, if someone sees it or brings it up, explain that the lotus is a symbol of death - the person who gave her the flower also wants her to die, like everyone else.

Enchant her mirror so it always reflects back a version of her body and face that are uglier, just slightly - enough that she doesn't look different, just never right.

The key is building someone up before you knock them down.
To alter the first, it could be:
"Give her the spell, but explain it just lets her hear people's thoughts so she can hear all the wonderful things people say about her when she's not around.". It's built her up, so when she 'hears' everyone talking about all the things they don't like about her (i.e. everything, mostly her own insecurities) she'll be knocked down.

The mirror could be enchanted to, just sometimes, make her look better than normal for a little bit so she sometimes thinks she's done alright, only to have it all fall apart later.

More ideas:

Find a way to either spike her drink with, or make her drink, an invisibility potion and cast some form of mute on her. She'll go about her day thinking everyone is ignoring her - except for you, of course. You get to lay on the "nobody notices you because you're worthless and beneath their notice" thing.

Forge a text or note or etc from her parent(s) talking about how hard it is for them having her around, how they try to stay happy around her but how they miss their life before she was born.
If her parents are either already shitters or genuinely too lovely to ever do this, do this with her friends - they're nice to her out of pity and they kind of miss not having her around. Make sure to include a line about how they "couldn't ever tell her this" or something so if she brings it up they deny it and it seems like something they'd all agreed to do.

Give her some kind of divination stone or something so she can see the future, but it only shows her some small bad things. If she's a good person, she'll want to stop this happening - you also have the power and can see what's going to happen, and conspire to have her actions make things even worse. No matter what she does to try and help people, they always turn out worse than when she'd interfered - hopefully people will tell her to just stay out of things as well, making her feel worse.
Make sure to let something actually go right once in a while, especially at the beginning, to make her feel like she's making a difference. This one will cause a lot of collateral, but it'll hit her self-esteem like a truck.

Alternatively, curse the divination to only show progressively worse possibilities. Any time she thinks of a plan, she's shown that it somehow makes it worse, however unlikely that is. Less collateral that way.

Pretty sure last I heard was that the bullying component of columbine was exaggerated, wouldn't be surprised if it was something similar in a lot of the other cases. Ultimately there was very little bullying where I lived, and most of it came from the Russian kids. Never did understand them, had some weird superiority complex over the USSR when their family fled to the states for a reason.

IMO there are two factors that can cause bullying; a perceived difference in power between the bully and the target, and something the bully dislikes/hates/finds funny about the target. So if you want your target bullied, you need to find out what makes the bully want to pick on the kid, or what the bully can do that would cause the target distress. Magic is just the means; what matters is the actual act done.

For instance:
Mundane : Bucket of pig's blood over Carrie's head as she goes up the stage.
Magical : Teleport a pint of pig's blood over Carrie's head as she goes up the stage.

Let yourself go and explore fun ways to torture people, mentally and physically, in a school setting. You need to know your target and your bully for it to work, and let magic just be the means in which the bully achieves their objectives.

So if the goal is "put her through a traumatic break up" the mundane method is either getting a boy to agree, playing the longcon, and breaking her heart at the worst possible moment, whereas a magical method is making a golem or similar who will break her heart at the worst possible moment?

I would let the PCs be the Mean Girls, actually. That would put the pressure on them to come up with Cruel and Unusual ways to bully the rest of the student body into their command. It could also be cathartic for the players that were actually bullied in school.

Maybe at first they'd just pick on the weaker kids and establish themselves as people you don't fuck around with. Maybe there already is a school bully and you either join forces or bully them - thus rising in the social hierarchy.

Give them the option, siding with Queen Bitch should always be allowed; just watch out for her back stabbing you (or you back stabbing her, depending on how selfish you are). She offers the party fame and popularity if they make sure to respect her, so start out as her underlings and work their way up to her... probably still underlings but you know, the ones she likes.

Something like that. Maybe the golem would look like the target's crush, invite her to a date and then destroy her by telling her how ugly she is and how he can't believe she would ever think he would like her or something.

I love the 'telepathy spell' mentioned here. You could tell her it lets her read another person's thoughts but instead what it does is just say incredibly horrible things about her. So set up the date and give her the spell to use during the date; she'll be destroyed for sure.

Actually, there's something in there about your players BECOMING the Mean Girls. Sure, their intentions start off as noble, getting back at the bullies for what they've done using their own methods - but you know what they say about she who fights monsters.
By the end of the campaign the school looks up to you, you're popular, well connected, and probably looking pretty good from the increased confidence of pulling it all off - but in the process, did you BECOME the mean girls? How do you treat a newcomer who's upsetting the social order you've crafted? After all, you're very experienced with bullying now...

The mind DOES recover easier if you are an adult though. Do note that the mind is part of youe body so this was an unfortubate choice if words.
I think mental health issues seem so scary to people for two reasons.
One, you can't see mental issues, making it hard to guess 'how deep the cut really is'; and the media makes it look like psychologists are scary and not just a different kind of health practicioner.
The second thing are false equivalencies.
The usual reaction to my beginning statement tend to have people shockingly mention damage on the level of ptsd, ignoring that their physical counterpart is closer akin to loosing a limb.
When they say that ptsd heals harder, they tend to compare that to the bullet wound itself or similar scarring of tissue.
What they fail to see is that actions can cause both types of damage to someone, but in different amounts. Something comparable to getting a bullet in a not vital part might be something like anarchophobia or a social phobia, something that in most cases can be healed by professionals (unlike what r9k tells you), you just have to start the process.
If you want an example where the physical damage supercedes the mental, just take a look at workplace or sport accidents.

If you want to start with statistics, go with healeth statistics and keep in mind the variance of different countries. Northern europe for example is well known for being pumped full of antidepressants and suicides, though those are assumed to have nonbullying reasons afaik

I get what you're saying; someone with chronic depression can't ever really get it "cured", so it would be akin to someone living with a bum knee or something - you have good days and bad days, and some days the pain is real bad.
The reason a mental scar like that can seem harder is because people who suffer have to actively fight against it and their own ability to do so is relevant and, possibly, being worn down by that mental issue. If I go to see the doctor for something physical, they can patch me up - if I go see the doctor for something mental I usually play some role in my healing as well, and whatever mental affliction I have is probably fighting against me doing that.
I know there's some things you have to do as well for physical things, like physiotherapy requiring you to do exercises, but there's not (the idea of) the same "fighting against yourself" type struggle - you're fighting against the injury, not you.

Well people who are abused do sometimes become abusers, so there's some basis there - but it's usually not a conscious choice of "I'm a sadist because I was subject to the treatment of a sadist".

In my opinion, Jimmy was the best person he could be given both his upbringing AND people he was surrounded with.

If someone repeatedly dumps me into the school pond or throws the basketball into my face in PE or punches me in the gut anytime we pass in the hall, they're bullying me - but that's pretty different from repeatedly waterboarding me or making bamboo grow through my spine.

Wrong. Bullying is specifically mental torture, using physical and mental aspects alike to denigrate, shame, and otherwise inflict negative emotions on a target for the purpose of harming them without leaving gross physical damage or much evidence.

Torture generally had a purpose. Either you want information out of someone or you're making them suffer for something they did. There are exceptions, of course, but that's only for complete psychos.

Bullying, by contrast, is generally just a way to establish a social pecking order through control and manipulation.

Eh, true, but then again, fundamentally torture is the same as bullying - you are breaking a person for a certain purpose.
Whether that purpose is to obtain information, make them to do something for you, establishing your social standing or just flat-out personal enjoyment is of little consequence - the only thing it affects is how "justifiable" your behaviour is in the eyes of others depending on your method.

If you're torturing someone to obtain crucial information, for example, vital for survival, others will tend to forgive more extreme methods than if you were torturing someone as a social power play (which is essentially what ordinary bullying comes down to). But fundamentally there is little difference.

While true, torture is also an intentionally unnatural thing. Bullying is a natural thing, and one that the victim can fight back against, and is actually supposed to fight against. It's mostly social conditioning that keeps people from fighting back.
