Yasunori Kato, the main villain of the novel Teito Monogatari (which also had an OVA in the 90's).

It's basically the inspiration for M Bison and Kuzunoha Raidou from the SMT vidya series. It's a famous demon summoner guy, only in this original interpretation he's evil, not the detective good guy.

Expecting people to know Kato is a bit much for a non-weeb board, especially in this day and age of secondaries.

He's a demon, essentially, masquerading as a human. Specifically he's a 'grudge', born from the malice of those rebellious against the Japanese imperial government. Effectively he's an evil Revenant whose goal is the destruction of Tokyo and Japan. He's also a very powerful sorcerer and onmyoji magician (nip-nong elemental philsopher/alchemist/sorcerer type) of the Solomon type - he summons and controls Oni and demons in addition to his own supernatural powers.

Statting him would be difficult because his abilities aren't really covered in your typical western roleplaying system, and generally amount to PLOT since he literally has centuries of experience and planning on his side.

The novel's never been translated into English, but it basically defined all the tropes of Japanese-style magic.

Closest you can find is probably the LN/manga/anime Tokyo Ravens, which borrows from it.

Wish they were translated because Kato is prime villain material and some DMs could do with borrowing from him. But that ship sailed long ago.

The Tokyo Ravens anime had a bunch of accompanying shorts explaining stuff like the different types of shikigami commonly used in fiction... and they were never translated.
