Sigmar was being granted godhood. According to new fluff his intention was to unite the non-chaos gods to be able to stand up to chaos. Tzeentch saw how fucked the chaos gods would have been if this happened so he tricked Sigmar and trapped him in the vortex. Sigmar is a way better god than the emperor, and if he were given the emperors power and knowledge and placed in charge of the fledging Imperium, he would have been far more successful than the emperor.

The very first notable thing the Emperor ever did in his life was watch his Father get murdered and then killed his Uncle in revenge, it was over from there, an act of murder as a young child, a child who already had the greatest power and tool that humanity would ever have, that thousands of talents, leaders, and gurus committed loving and sacrificial suicide to create to save humanity... killed someone in revenge before doing anything more with his life, maybe he did it without malice, but in a sense his justice was just a cycle of bloodshed.
