Ok so the Administratum/Deptaro Munitorum goes them and takes the elite of the prisoners. That sounds awesome!

I feel like their homeworld is where they where sent after their crimes not where they where born. It could be a bioshock style underwater city that acts as a massive prison complex.

Ok so idea, prisoners were originally sent to a penal colony on this 90% ocean world, think Subnautica crossed with Waterworld. Space Australia, effectively. Over time, a small civilization of those prisoners who weren't eaten by horror sharks began to exist, they would breed, and now many who live there were never (originally) criminals at all

Most eke out an existence on floating islands, or massive ships lashed together from the corpses of great sea beasts. The fauna, lack of water, lack of dry ariable land, and weather are all constant threats. There is one space port on the planet, the sole imperial holding there. A massive, ancient Mechanicus vessel bristling with weapons, this mobile space port mines the deeper oceans for valuable minerals, oils, and salt. Legend has it that any crew that can find this mobile fortress, called Tortuga, and manage to survive the journey to reach it, can earn passage off world. Serving in the guard, mind, but anything to get off world.

Tortuga is never in one place for long and it trawls the most dangerous parts of the ocean, full of terrifying beasties and tempestuous storms. The Tortuga is safe thanks to it's awesome firepower and advanced technology, but the natives only have iron weapons and simple gunpowder (both of which are rare).

One of the few non hostile and domesticable creatures on the planet turned out to be a species of large winged mammeloid similar to the mythological Terran Bat. These "bats" have large underjaws they use to skin the surface of the water, collecting small fish and microlife for sustenance. They have amazingly robust digestive systems which allow them to drink and filter salt water, as well they are supplemental carrion feeders. Early human settlers were able to brefriend and tame these creatures by providing food, and soon built roosts for them to dwell in, where they hang upside down from rafters.

Due to their digestive systems processing and filtering everything, their dung is a volatile mix used in thr production of gun powder, and their urine is a source of potable drinking water

Over time, men learned to ride these creatures as well, which they do from special harnesses. These batriders will strap themselves into their harness-saddle while their mount is still hanging upside down, at which time the bat will drop, spread it's wings, and fly carrying itself and it's rider

Looks like the Emperor is the only authority they respect

That sounds pretty metal. You get sent to Rapture prison, where you work to claw your way up the hierarchy to try and get a spot in the regiment.

Shall we fluff out the planet a bit.

I am thinking that the ocean world doesn't have huge monsters (it can have some monsters, but not the reason for making the planet a death world), but maybe the weather is just so horrible. Like imagine moonsuns rain periods, hurricanes, etc. And the only safe places could be fixed eye of the storm(s) where the nobles (and moderatly wealthy folk) live in hive cities, stretching from the top of the atmosphere to the bottom of the ocean. The planet doesn't have much in terms of resources, so to fill their tithe quota they have harsh prison sentences for even minor crimes in order to fill their guardsmen quota.

Im just brainstroming here, so don't take this as the "canon" for this regiment just yet
