For nation building, and this is simply me, a single user saying this, I find it needs more than 2 pages but dont go full time of troubles on folk, i would say between 3-5.
In terms of population it would depend on the situation presented. Are we making new age of exploration type colony? 500 would be an average of a smaller port. Are we making a futuristic Space station? Several tens of thousands. Really thats something to come back to when you have a theme in mind.
And complexity, this is why i say several pages, Its not a proper nation builder without several options. Peoples religion, culture (See pic), armies, environment, ect. Thats all important.
For example, say someone wants a group of tropical islanders who somehow managed to pull off a mix of pluto's republic and sparta and ride giant sea turtles instead of ships. If its a fantasy theme, then they should be able to do that. Dont be afraid of generalizing things a bit, say a catch all "warbeasts" option.

I think he justifies the description not playing a part by saying their respective convictions shouldn't define them and it's more individual. But there's nothing individual about their mechanics. They each start with a minor stat variation and that's it. You don't have to tailor your training regiment to your chosen slave at all.

Here's another way this could be done.
Each girl (and boy?) has a sub culture and a set of convictions and (anti-)behaviours

Convictions are strong opinions you're likely to hate. If you cut them off from their subculture these are easier to remove, but if you don't they can step out of it themselves when they lose the associated core conviction.

Behaviours come in two levels. level 1: they like doing it, level 2: they're addicted to doing it.
Anti-behaviours are similar, but opposite. level 1: they wouldn't choose to do it, level 2: it would be torture if they were forced into it
For example, a rabid vegan would have level 2 anti-behaviour: eating meat

You can change their behaviours via pavlov conditioning without changing their convictions. So they can be addicted to meat while still thinking meat is murder.

Lastly, you can introduce them to a new subculture. To introduce your transformation of liberal feminist into a nazi, or the other way around.

The idea is that you have to individually choose what parts of their personality you want to remove and introduce, making the choice of girl relevant.

Anything bigger than a city goes beyond my personal taste. I like picking buildings (like castles, smiths, brothels etc) and guilds and dukes, etc. Once you get to actual kingdoms with huge tracts of land, multiple cities and strongholds then it's overkill.
