No, he's pretty much a political ideologue that uses some limited cherry-picked science as a framework for pushing it.

A legendary scientist should come up with revolutionary new concepts that lead to a change in how people think, NOT a scientist who is motivated to change how people think and uses scientific concepts as a tool to push it.

Chomsky is doing this process backwards on a fundamental level. He's good at rhetoric and a good leader of a liberal perspective and he just happens to also be a decent scientist, but that means his science will always come in second.
