I think there are two ways to go about it. First is to grant them a dragon wildshape ability, and the second is to make it so that they have access to dragon attacks, abilities and immunities/weaknesses (to emulate how manaketes assume dragon shape when attacking/defending).
Progression ought to be getting abilities as if they were dragons of greater age categories.
