Ice cubes.

Of course, when you saw off the barrel of a shotgun, you don't make it unusable, you instead make it more dangerous.
A sawed off shotgun is no longer a weapon you can hunt with, but it's not frightfully effective at killing people in close quarters.

Not really. With the right loads, what used to be a tight grouping of pellets is now a splattering of pellets followed immediately by a small, short fireball. Not great for hitting a deer while it tries to jump away, pretty good at blowing chunks out of a person if you're right up next to them.
