The Lord is a part of the Barge kit. You either assemble it together as Command Barge or separately as Lord and Annihilation Barge There is also the Overlord.

I don't have a stormhawk, so I don't have any input for them. But I field a stormtalon in almost all my lists, and it does good. I usually fight hordes so I field mine with a typhoon missile launcher, and I can regularly get ~12 kills a turn with it. Last match I played was against an imperial soup player. First turn it killed a 5 body Sister of Silence squad, the second turn almost half of a full black templar crusader squad. With it being a flyer with 3+ armor, they can be hard to take out short of throwing dedicated anti air at it, and if your opponent is doing that, it's a good trade to keep any stormravens alive

Protip: despite being a dedicated anti-aircraft, the stormhawk interceptor does more damage than the Stormtalon even against land targets just because it carries more guns. It's also cheaper if I remember correctly.
