It's on the spectrum. It's not just cat ears and a tail, which alone would usually not register as furry. She also has full body fur coverage, which obviously pushes you a lot further down the furry spectrum. Then you have the catlike nose, giving her a slightly inhuman face. This is often where the really critical difference is. The face is everything.

With that said, she lacks both paws and, most important of all, a snout. Snouts are THE big fat line between "just a little furry" and "brace for diaper furricane season" in my experience. So in this case, you're dealing with like 30-40% furry. It's up there, but fapping to it probably won't give you a vore or scat fetish.
