Seriously though, the start collecting box is a great value UNLESS you don't want the reavers. In your case, I would get more troops and transports.

So I’m getting into HH with an Iron Warriors army, but because none of my friends play 30k I thought I’d try and put together a 40k list with what I’m getting. It’s a pretty straight forward gunline army. Cultists are chaff to protect more important units from getting charged as well as forcing my foes to deep strike further away. They can also hold points well my tanks and dread roll up the battlefield. Havocs and the Scorpius will fire from the backline to weaken or destroy particularly tough defensive units. The Havocs can also lay waste to hordes if needed. What do you guys think?

The codex isn't that far hopefully they won't suck
missile launcher is middle ground, but its D6 str4 frag hits, making it unreliable. Plasma cannon does d3 shots, but at str 7 and -3 armor, superior and better for hitting big things than krak missiles.
lascannon is dedicated tank and monstrous creature killer, heavy bolter is fodder killer, plasma cannon is for shit like marines, skimmers, medium-large creatures and light tanks.

Been reading 'Space Marine' by Ian Watson. It's the only book other than Space Wolf detailing the life of a marine from pre-recruitment to marine, which is nice. It's also refreshing to read a book about space marines that doesn't have "he was a space marine, created by the emperor to be more than merely human... he was a son of -insert primarch], those demi-gods created by the emperor's own blood... they were the greatest warriors in the galaxy..." etc etc.every other paragraph (you know what I mean - every book, it's fucking annoying now).
Anyway, I finished Watson's 'Inquisition War' trilogy a while back and suspected Watson has a scat fixation. Then I read this in Space Marine:

Infiltrators are pretty cool I'm still torn on which loadout is better and hear conflicting things, I guess you just build them to fill which ever niche you're missing. They work well with Stygies to get a turn 1 charge if you want to burn the CP.
Shooty Kastelans are pretty great and work well paired with a Dominus and even better with Cawl if you go Mars
