It's a Warhammer joke. IG is Imperial Guard. The joke is that whenever they attack in-game they roll a metric fuckton of dice.

The imperial guard in Warhammer 40k.
In 40k, turns are organized into "phases", wherein you take the relevant actions.
The IG tend to follow the Stalin maxim of "quantity has a quality all its own", utilizing massive numbers advantages to wear down more powerful enemies.
It is not unlikely for an IG army of 2500 points to have to roll 30+ dice in order to resolve one round of shooting.

40k Tabletop. The Imperial Guard faction tended (in previous editions) to abuse the concept of the 'meat grinder' infantry rush.
So, they could easily have several hundred models on the field, each one requiring a different die roll to determine if they hit the target or not, followed by another die roll for damage, followed by... you get the idea.
TLDR:'Death of a million paper cuts' requires a million die rolls.

Amusingly, this actually kind of works. Metal Gears are one-of-a-kind super secret projects, usually masterminded by an eccentric genius and kept in hidden, remote locations. Most of the people who work on them or build them usually wind up dead or in hiding, so every time Snake blows one up, the evil conspirators basically have to start from scratch. Thus they become more and less sophisticated in starts and stops, and only have a clear progression after somebody manages to actually preserve the data on them and distribute it.

/co/ has made claim he has one because he’s sponsored by hiveworks but I don’t know the validity of such claims. Either way the virtue signaling alone hurts the comic. Also useless characters like ayylmao girl from earlier this chapter that have 0 interesting traits or needcto exist. Also jump cuts every second page that prevent anything from happening. Even in a combat scene like the one we’re in, the thing we’ve known for years in advance (Dmitri being a spectral) is taking several pages and is somehow boring.
