Pretty much, yeah. That realization was a big part of what made me grow cold on the setting.

40k tells you that the word is crapsack because its the only way to survive and that justifies all of their shittiness and their actions. But the more you learn about the setting, the more obvious it becomes that the greatest enemy of the Imperium is the Imperium. There are 25 ways the IOM could be doing its job much, much better and tossing aside most of their common enemies like they were child's toys, but they don't do that because grimdark.

Their practices to combat chaos make them more exposed and prone to chaos cults than if they did nothing about the problem at all.

Their approach to technology means that they almost never innovate new solutions to their problems.

Their practices for psykers mean that their only available endgame of becoming a psyker master race literally cannot happen as a result of their own actions. GW eventually realized this, and dropped them a plot macguffian STC that can make up for their fucking idiocy and hax their way to win if they can find it, even though it doesn't make any sense for such an STC to exist in the first place.

The Imperium hates xenos for betraying humanity, even the xenos that didn't betray humanity and actually stuck with their alliances for 20000 years after the fall of the human supercivilization. Because when you are losing a war on all fronts, fuck having allies with advanced technology, right?

If you blew up the entire IOM upper levels of government and the Admech and let the whole thing dissolve into fractured human worlds with no coordination, the resulting human civilization to arise from the ashes would be stronger than the imperium, smarter than the imperium, better able to deal with threats and you would lose fewer worlds in the process during that period of turnoil than the IoM is doing now over time by rotting to death.

Whats worse is that the few times that someone does try to do something smart, the writers make it fail to work for no explicable reason and and you can just feel someone slowly turning to the camera with a smug expression on their face, saying "Of course that wouldn't work. Why should people be allowed to have nice things? Now get back into those trenches and pretend that military strategy never advanced beyond 1910."

Thats because the setting was originally satirical and darkly humorous. So yeah, you're absolutely right, it was never meant to be taken seriously.

Now, in the Imperiums defense, they have NO IDEA this was the Emperors endgame, because they've drifted so fucking far from what he intended

This is partially because they got fucked so hard during the AI war, and partially because the Emperor had human dominant ambitions. Yeah, humanity fucked it's diplomacy from beginning to end- they were bullies BEFORE the collapse, which is why everyone turned on them. And then came the Emperor, who had a very human dominant view, and basically wanted humanity to rule at the expense of everyone else. He was a Hawking tier cynic, and believed coexistence and cooperation would essentially be impossible.

Nope, 40k is at its best METAL as fuck.

The problem of course would be the transition, the Imperium has no breathing room to do any sort of reconstruction, it's been in pure survival mode since the Heresy. Also, there's an inquisition faction that believes exactly this

He's doing some things but there's a limit to what he can accomplish with everything on fire and the weight of the Imperial Machine pushing back thru sheer inertia - and the Inquisition.
