Yes, it's done in Blender with a bit of texturing in Photoshop and postprocess in PremierePro.

Oh right. It's not neon, it's 3D printed with LEDs backing it. The diffusers are natural PLA.

The design is something I haven't made a guide for yet. If you're good in solidworks or any other 3D modeling program you can design these pretty easily.
