I don't know about the whole locking thing, I think they said that because they predicted that they will still be selling icos till march and so if it goes on exchanges before then, nobody will trade them since you can buy them for the cheap cheap on the axpire website.. They'll have to drastically change the schedule since the two ico fases finished in like 3 days instead of 2.5 months
