100% certainty is impossible, but we have good evidence here - no entity called Arisebank Ltd is registered (so the website is lying) and the CEO has a past history of scamming. I'd say that's very good evidence that it's a scam.

It also says there is no business called Arisebank registered in Texas. They used to claim they were regulated (till this came out). Also regulations aren't optional, it's illegal to run a payments service without regulation. Again not 100% proof, but very good evidence.
