The UI elements are in different places in these mockups. I know there are plans to have drag and drop UI customization, but I didn't think it would be live with the first implementation of the UI. Am I wrong? If not, which of these is going up today? Not that it matters, they both look good.

The new UI is great and all but the project doesn't rest on this. The reason COSS will be great is because of fiat pair. This is a long hold.
They will do volume bigger than binance once they are ready for fiat pairs. Obviously they aren't yet but they have been putting more into legal to make fiat pairs a reality.
