yes. you know what's better? no fees. second layer networks. remember than atomic swaps require on chain transactions to settle. which network offers cheaper tx fees? litecoin. the flow will overwhelmingly be ltc => btc.

and while yes, its possible to have atomic swaps sit on top of LN, for example, it's utterly pointless, because LN obsoletes litecoin in and of itself anyway.
