I don't know, all the other coins on coinmarketcap have dollar values even when they don't trade in dollars. That is their thing, they're measuring it next to bitcoin's dollar value I guess. USDT/BTC market and USD/BTC markets are inevitably a little different, so that price difference is reflected in the estimate on coinmarketcap. But as far as I know you can only buy and sell tether through tether's website (I've never done this, so I honestly don't know), and they're only going to be trading 1:1 for dollars.
