So, while they definitely do need to be paid for by taxes, the end goal is not to maximise profit - so, in theory, the burden on the consumer is less. Of course there are problems with bureaucratic inefficiencies which may make running costs greater, but ill guarantee that when university education was "free", people weren't paying the equivalent of 100k per person who attended in taxes. Even adjusted for inflation
