Depends on the quesrions and how well briefed the Senators are. These hearings are mostly pre-arranged theatre so the SEC & CFTC may (or may not) have fed the Senators questions they want to go on the record and answer. Senators may or may not be interested/enaged on it. I suspect the novelty and mania surrounding crypto will make them engaged.

Having SEC regulate exchanges will likely make the banks more open to allowing transfers.
Do they ban stock cashouts? Nope, so when crypto is treated the same way, they won't ban crypto cashouts. Also, govt will end up FORCING banks to accept transfers, especially if they want mass adoption.
