He is literally saying he acknowledges that the listing of BTC futures contracts, is something that the ECB should keep an eye on (them being a central bank) and then they proceed to say shit like "limited appetite for digital currencies like Bitcoin" and "we are not observing a systemically relevant holding of digital currencies" by banks and that they regard them as risky assets. What part of that indicates that central banks are going to buy Bitcoin? Don't bother replying.

They have to understate their level of interest and scale in to the technology carefully and quietly. This is how it works. The fact that they announce even "limited appetite" for crypto is an unbelievably good sign; just 6 months ago these same people said cryptocurrency was exclusively for criminals. In a few months to a year, they will announce that they see "minor utility," a few months after that they will have "small holdings" and be conducting "trial runs" with some crypto. This is how it starts dude.
