Ya I've seen blockchains hacked together in 100 lines of JS now too, so I can imagine you could cobble together a crude v1 without being an expert programmer. The breakthrough with blockchains come from the model more than the implementation. A philosophy major would have plenty of experience with logic and could easily have been coding as a hobby for a while, which would be more than enough experience to get it started.
