Because a sandwich is by definition a meal of two (or more) slices of bread with an also sliced, cold, usually savoury and/or vegetable filling.
A hotdog is not even a single slice of bread, and its filling is not sliced
A lot of things are called wrong.
If a dish that is noteable only for being 2 slices of bread with stuff in it is such a big deal that the earl of sandwich gives it its name, then the particulars seem rather important for what is a sandwhich and what is not.
