I can't find anything in the whitepaper, I tried searching for "off-chain data" and "decentralized oracles" and I can't seem to find anything that is closely related to ChainLink other that the project itself contains oracle in the name.
This is mostly about building dapps with their alternative consensus mechanism as far as I can tell.
