Maybe I'm horrible and wrong, but I cheat when I cook up some scallops: I steam them to just barely done, toss them with spiced and seasoned cornstarch and plop them down into superhot oil for a few seconds.

Super crispy, super moist, super soft, super delicious scallops.

If they're cold about 40 seconds a side in a nuclear hot pan in olive oil. Preseason with salt and pepper. Make sure the pan is substantial enough not to cool while cooking.

No, thats call par-cooking and is done with certain kinds of fried foods. If you've ever had a really good, crispy on the outside but creamy/fluffy on the inside frenchfry/chip that was extremely good? Done the same way. The fries were boiled or partially fried before hand, and then flashed with super high temp oil to get a high sear and crispiness on the outside
