Honestly probably yes. I use to run something similar to this in Canada when the governments stance on crypto was "It's not a currency" but some 19 year old in the UK got arrested for doing something similar and got in some pretty deep shit for it, banned from banks or something like that. After that we shut down because the risk was pretty big that other countries would follow suit. This was in 2013 ish druing the first big pump to 1k. I would say it's even riskier now, would recommend doing something else.
