I seriously doubt there are people smart enough and dedicated enough to go through an entire field of science to cause a serious outbreak. Even the unibomber failed miserably and he was a genius.

I'd imagine if someone could create a virus that spreads easily and is also fatal with a long enough incubation period (a lot of boxes to check) all it would take is for them to drop it off in an airport and we'd all be fucked.

To answer your question yes it is possible.
Its actually way harder to spread then one wold imagine.
