Remember that PISA is just giving us information about the AVERAGE PERFORMANCE OF SKILLS IN READING LITERACY, MATHEMATICAL LITERACY AND SCIENCE LITERACY OF STUDENTS AGED BETWEEN 15 YEARS AND 3 MONTHS AND 16 YEARS AND 2 MONTHS AT THE TIME OF THE TEST THAT ARE AT LEAST ENROLLED IN GRADE 7, that's like 1-2% of the population in most participating countries-economies, of course we would get very different results if the test was applied to a wider population

See, for example, PIAAC data (sample of individuals aged 16-65 that represents the entire population of adults living in households in the country)
