A serious misallocation of funds for what is still a very poor and weak country, which lives hand to mouth on the proceeds of renting out its population as a slave pit and its countryside as a pollution toilet, while its elite steals and embezzles at every opportunity to buy foreign-made luxuries and buy their way into the First World.

They're basically at the same stage of talking about things as NASA was in the 60s, which eventually resulted in the space shuttle.

When you hear someone today talking about an aerospace project that won't deliver results until the 2030s, it's a fair bet that they're not really planning to ever deliver results. The senior people involved know they'll be able to retire before any deadlines hit.

The Tengyun idea is less like Skylon, and more like an early space shuttle concept.

Rather than some fancy new engine, they're talking about taking off with rather conventional jet power, then transitioning to ramjet mode (thus far, like the SR-71, a 60s aircraft), and finally activating a rocket to lift it out of airbreathing altitudes (like the NF-104, another 60s aircraft), before releasing an upper stage capable of gliding re-entry.

Unlike Skylon, the first stage isn't very mass sensitive.

The trouble with this kind of system, and the reason it has never been developed, is that it would be a large vehicle, likely expensive to develop with many years of problems, which would launch a small payload, and only to LEO. It's a plausible path to efficient reusability, but a long and costly one.

That depends on a lot of things. A reusable system of unremarkable engineering could end up costing a hundred times as much to develop as an expendable system to carry the same payload. Then it could cost twenty times as much to build a vehicle, routine inspections and maintenance between flights and other ground operations for this much-larger vehicle could cost one fifth as much as an expendable vehicle, and it still blows up 2% of the time on launch and 2% of the time on recovery.

What a reusable system needs is exceptional engineering, like what SpaceX aims for: a system that costs less to develop than equivalent expendable rockets made by others, and less to build than a equivalent expendable rockets made by others, and then it flies a hundred flights with little to no maintenance.

Ignoring what design the YF-100 is based on, I like their strategy of using just two kerosene engine models for their entire line of launchers. They will very quickly accumulate flight history that way.

The reason the US sent ballons, is because the clouds in venus roughly 40km up are not to bad, you could in theory live comfortably up there without a pressure suit. all you would need is an O2 supply and a chemical suit to survive the constant acid rain.
