Certainly not. You're discounting the level of technological progress we'll have made by the time climate change becomes outwardly dangerous. It's possible that it will exist, but you're talking about betting humanity's future on an unproven technology. It will probably take a lot longer than that to come anywhere near to replacing current food production methods. All evidence shows that the current climate trends are affecting things NOW and at a far faster rate than we are equipped to handle.

Neither of these things are problems for white countries.

I think we should focus on the present rather than the far future, as there is no supreme evidence of near-term climate change dangers (as in, 20-30 years). In the present we have millions out of work and billions of dollars being potentially thrown away.

-the permafrost in Russia is melting, which could release pathogens (smallpox IIRC)

You're discounting the trillions of dollars put into the development of those port cities over decades that will go down the drain. Economies would be devastated and rebuilding international trade would cost so much more than just dealing with climate change now.
